It is terrible. But, ask yourself this question?
Had 'I' (used in the sense of all of us) been the father would I have relied solely on the courts - especially if they failed?
Had this been me I'd have been out, talked to neighbours, talked to friends, talked to the school, social services, and evetually have kicked the door in to check on my kids if they had not been seen by anyone for a period of time...
